there isn't a lot of SDK/Lua tutorials around here that are beginner-friendly. Are there any tutorials, free cheap (like 100-250, 300 works fine) courses for beginner programmers?

Steven Frank did a really nice overview a while ago
I think also that the documentation offers also a really nice overview going clearly through every topic.
If you are new to programming or Lua, there is a lot of tutorial online. I don't have examples though but maybe other people can share links.
